Good pruning is mostly deciding what not to cut. We take out the deadwood, the crossing limbs and the weak attachments that fail first in a summer storm, and we leave the structure that holds the tree together: which is the opposite of what happens when a tree gets topped.
Pruning goes wrong in one of two directions. Either not enough comes off, and the deadwood and overextended limbs that were going to fail still fail, or far too much comes off and the tree responds by throwing out a mass of fast-growing shoots that are weakly attached and will fail worse in a few years. Topping: cutting main limbs back to stubs: produces exactly the second outcome, along with large wounds the tree cannot seal properly, and it is worth refusing even when it is cheaper.

The cuts that matter are at the branch collar, the swollen ring where a limb meets the trunk. Cut there and the tree can compartmentalise the wound and seal over it. Cut flush to the trunk, or leave a long stub, and you get decay working into the trunk instead. It is a small distinction that determines whether a pruning job helps or harms the tree over the following decade.
For hurricane preparation specifically, the useful work is narrow and worth being precise about. Remove deadwood, which is what comes out of a canopy first in high wind. Shorten limbs that have grown out far enough to act as levers. Clear what overhangs the roof so a failure does not land on the house. What does not help: despite being sold every spring. Is stripping out the interior of a canopy. A thinned canopy moves differently in wind, and there is reasonable evidence it makes failure more likely rather than less.
Timing is mostly flexible. Late winter into early spring is easiest on most hardwoods, before the flush of new growth. But deadwood and anything over a roof should come off whenever you notice it, because the reason to remove those is not horticultural. Palms are a separate discussion and are generally worked in late spring, and over-pruning a palm: cutting fronds above the horizontal: genuinely weakens it.
Pruning ahead of a storm is a different job from routine trimming. Trimming trees before hurricane season sets out the difference.
